34. CERT is the Carbon Emissions Reduction Target ( CERT). The EEAP states that this is the largest individual programme contributing to energy efficiency in housing in Scotland. It requires suppliers to achieve carbon savings in homes across the UK between 2008 and 2011. At present, CERT activity in Scotland is not in proportion to the share of population. In addition, the potential distributional share of CERT funds is not currently tailored to reflect differences in temperatures across the UK. As Scotland experiences lower average temperatures this results in further disadvantage within this significant energy efficiency scheme.
