1.18 A successful sQP contains a number of key components, and everyone involved should be clear about the rationale behind the scheme. No two sQPs will be the same, as individual circumstances will determine the way forward. In some cases a sQP may not be the correct way forward at all.
1.19 It is therefore necessary for the stakeholders to think "what do they wish the sQP to achieve?", "what can be brought to the partnership?" and "how can the success of the partnership be measured?" From this, aims and objectives should be developed which set out the aspirations for the sQP.
