Notes:
(1) Staff per 1,000 population are based on GROS mid-year population estimates.
(2) Staff numbers may fluctuate over time as a result of various factors, including changes in the way services are provided and changes in the numbers of vacancies. Please refer to Background Notes for further information.
(3) Staffing levels may vary between councils as a result of differences in the way services are provided. Factors which may have an influence on staffing numbers include contracting out or commissioning of services and partnership arrangements with neighbouring councils.
(4) From 2003 homeless and childrens' fieldwork services in Glasgow have been included.
(5) Perth & Kinross returns did not include chidren & families or criminal justice staff in 2002.
(6) In 2004, data for Falkirk was not provided. 2003 figures for Falkirk have been used in the Scotland totals.
(7) WTE information has been estimated for 779 part-time posts in 2004.
(8) From 2005 Dumfries & Galloway have included information on home care staff
(9) In 2006 and 2007 data for Dundee City was not provided. The data supplied for 2005 has been used as this was the most recent available.
(10) In 2006, children and families data for City of Edinburgh was not provided. The 2005 data for children and families has been used. A re-organisation of services accounts for the change noted in WTE this year for Edinburgh.
(11) In the October 2006 census, there was a change in methodology to eliminate the double counting of staff covering for absent staff. Therefore, 2006 figures are not comparable with previous years.
(12) From 2007 home care staff have been included in Glasgow City. As a result, totals for 2007 are not comparable with previous years. The WTE for 2007 excluding Glasgow's home care is 41,850 and the number of staff per 1,000 population in Scotland is 8.2
(13) Data for Eilean Siar was not available for 2007. The data supplied for 2006 has been used.
(14) Data for Dumfries and Galloway was not supplied in 2008 and 2007 data has been carried forward.
