(1) Percent vacancies = vacancies as a percentage of the staff complement - i.e. relevant WTE+vacancies. Relevant WTE excludes home care staff (and secondments prior to 2006).
(2) In 2008 vacancy data for Dundee City was not provided. The data supplied for 2005 has been used as this was the most recent available.
(3) In 2008 vacancy data for City of Edinburgh was not provided so children and families 2005 data and adults 2007 data has been used as the most recent available.
(4) Vacancy data for Glasgow City was not provided for 2008, so 2006 figures have been used as the most recent available.
(5) In 2008 vacancy data for East Lothian, Midlothian and West Dunbartonshire was not provided. Data from 2007 has been used for these authorities. This was the most recent available in all cases.
(6) In 2008 Dumfries and Galloway did not provide any data. Data for 2007 has been used as this was the most recent available.
(7) For some councils, certain services are provided by other departments ( e.g. some services for children may be provided by education departments). This will result in some differences in the level of vacancies between councils.
(8) Staff numbers may fluctuate over time as a result of various factors, including changes in the way services are provided and changes in the numbers of vacancies. Please refer to Background Notes for further information.
