7 Programme workplan

7.1 Overview

The NHS Efficiency and Productivity was established to support NHS Boards to deliver 2% cash releasing efficiency savings year on year between 2008/09 and 2010/11.

A report on progress during year 1 of the programme (2008/09) is set out in section 2.3 of the document. In summary, activity over the course of year 1 has focussed on:

  • A comprehensive review of the current landscape to ensure strategic fit and connectivity with other appropriate national improvement programmes
  • Scoping the contribution of improvement methodologies and products with particular focus on extending the scope within the productive series of products
  • Wide stakeholder engagement to engage NHSScotland in defining and agreeing the scope of the programme
  • Establishing mechanisms to ensure the programme is supported by robust data and analytical toolkits

NHSScotland has delivered the 2% cash releasing efficiency target for 2008/09. However, the Efficiency and Productivity Steering Group recognises that the challenge for Boards associated with the 2% cash releasing efficiency target will increase over the financial years 2009/10 and 2010/11. The programme will therefore concentrate efforts to provide NHS Boards with access to a range of improvement products along with information and evidence of good practice to support them respond appropriately to the incremental scale of the challenge.

NHS Boards will be required to submit a response to the NHS Efficiency and Productivity Programme Delivery Framework by September 2009 outlining local plans to improve efficiency and productivity along with associated projected cash releasing savings for 2010/11 and 2011/12.

7.2 Programme Workplan 2009/11

  • Develop a web-based resource providing shared learning space with practical examples of and efficiency and productivity good practice and signposts to advice and improvement support.
  • Publishing a first phase of Good Practice Case Studies emerging from Board Efficiency and Workforce Benefit Realisation Plans.
  • The Improvement and Support Team will issue the Efficiency and Productivity Diagnostic/Assessment Tool to the service accompanied by a tailored baseline efficiency assessment report for each individual Board. Review and enhance the quality and frequency of information of the national whole-system scorecard with better alignment to HEAT.
  • Scope and develop a future workstream on high volume care variation.
  • Roll out of Productive Ward - Releasing Time to Care.
  • Review and roll-out of Productive Products including "Productive Community".
  • Scope and Develop Improvement Products to support the service with particular focus on extending the scope within the Productive Series.
  • Establish workstreams and calculate productive opportunities relating to:
  • improving consistency of care in clinical practice
  • drugs and prescribing
  • procurement
  • workforce and skill mix
  • support services
  • Estates and Facilities.
  • Review opportunities for efficiency and Productivity within Primary Care and Community Services and develop a workstream for this service area.
  • Develop a programme of support tailored for Special Health Boards.
  • Develop a Good Practice Spread and Sustainability Strategy.
  • Through the Quality Strategy and the IST, build capacity and capability, embedding efficiency and productivity within continuous improvement strategies.
  • Make available the Performance Confidence Assessment and develop and disseminate further Efficiency and Productivity Self Assessment Tools.
  • Improve data quality through demonstration sites and directing the work of EPID in the short and long term.
  • Improving the national scorecard and publishing information on theatres efficiency.
  • Publishing Benchmarking reports on Estates and Radiology.
  • Highlighting service variation and productive opportunities through greater consistency of care.
  • Supporting every NHS Board to adopt Lean.
