4 Given the current lack of a consistent and comparable basis for measuring skills utilisation (we note that this was a recommendation of the Skills Utilisation Literature Review) this would seem to suggest that skills utilisation conditions should be tied to particular workplace practices, however, there is yet not clear consensus what those should be.
5 Measures to encourage employee trust and motivation will be explored through the 'best strategies' project, the UK Commission's case studies and the work of the cross-sectoral network in identifying better working practices.
6 We recommend in paragraph 57 the establishment of a cross-sectoral network, which would among other things, help ensure that organisational development services are aligned and utilised to maximum effect by the key delivery organisations and stakeholders. It would also provide a focus for the development of distributed expertise across sectors.
7 The role of the Institute of Directors as the conduit for business representative organisations and of Microsoft and BT Scotland is outlined in the accompanying draft communications action plan.
8 The Forum's objectives may be summarised as :
- developing a shared understanding of ICT's contribution to productivity, sustainable economic growth and the development of high-value solutions to complex public sector, industrial and commercial problems;
- identifying barriers that need to be overcome to enable Scotland to maximise the contribution of ICT across the private, public and academic sectors; and
- proposing a new set of actions, building on existing initiatives, that both private and public sectors can take to enable innovation, improve productivity and find solutions to complex problems through the use of ICT.

10 The Group has concluded that the development of tools should be taken forward by The Leadership Group a project to identify which organisational strategies to implement effective skills utilisation best work in particular circumstances. This project is being led by Scottish Enterprise and Skills Development Scotland.
