Q1. How does this proposal contribute to meeting identified regional
or local housing requirements taking account of the economic opportunity of the area?
Q4. How does the proposal address long-term sustainability?
Assessment of this question considered how the aims and objectives of the proposal would be maintained and enhanced throughout the life of the project and beyond; capacity to create a place which is cohesive, inclusive and provides opportunities for its residents including access to jobs; plans for community engagement at the earliest possible stage; enables population stability and security of services and facilities; ability of buildings and the community to adapt and grow to accommodate changing circumstances; potential to influence behaviour through active community involvement,
e.g. preparation of travel plans or recycling guidance; long-term management and maintenance arrangements; potential to provide basis for demonstration, learning and ongoing progress; and inclusion of a programme for monitoring performance.
Assessment of this question included consideration of consistency of
the proposal with the development plan strategy, housing and other land allocations for the area; the mix of housing types and tenures including affordable housing provision; and whether or not there was committed affordable housing investment funding in place.
Q2. What makes this a sustainable location?
Assessment of this question included consideration of landscape capacity, potential to create healthy, sustainable and attractive developments; accessibility to existing or proposed provision of new services; accessibility without reliance on private car; efficient use and reuse of land and buildings; protection of water environment and risk of flooding; protection and enhancement of natural, built and cultural heritage; and scope for expansion.
Q3. How does the form and layout of the development and building design contribute to the highest standards of quality and sustainability?
Assessment of this question focussed on the themes outlined in the SSCI document on: Design including site layout, architecture and urban design, creation of place and use of technologies; Environment including energy efficient energy supply, low or zero carbon developments, meeting and exceeding Building Standards; Sustainable Transport including road design, accessibility by walking and cycling including green networks and connections to public transport; and Resources including consideration of impacts on energy, water, waste and soils.
Q5. How will this proposal be delivered?
Assessment of this question considered the planning status of the land; the proposed timescale of the project; commitment of the landowners, developers and local government to the principles of SSCI and the proposed development; the business case for the development including financial viability; the infrastructural requirements and proposed implementation plan; the structure of the delivery body; the proposed design and development process; and proposed evaluation measures/indicators of success.
