5. MONITORING

5.1 Monitoring of the significant environmental effects of the Plan must be carried out. Monitoring enables decision-makers to determine:

  • The extent to which the Plan is benefiting the environment;
  • Whether the Plan is contributing to achieving environmental objectives;
  • Whether mitigation measures are performing as expected; and
  • Whether there are any adverse effects for which remedial action is required.

5.2 Indicators have been proposed for each of the SEA Objectives. A method of measurement for each indicator is identified together with recommendations for the frequency of monitoring and which organisation might be responsible for monitoring.

5.3 To reduce the burden on responsible bodies, it is recommended that a combined programme of SEA monitoring and Plan monitoring is developed.
