2. How to Use this Resource Pack
This resource pack is aimed at staff within local authorities who wish to develop and progress work relating to the private rented sector. Local authorities will each be at different stages in their work with the private rented sector and while this pack takes a comprehensive approach to the subject, certain sections will be more relevant to some local authorities than others. Nonetheless, the inclusion of a wide number of up to date practice examples should mean that most sections will have something of interest for all readers. The resource pack can also be used as a reference guide, rather than something which has to be read from cover to cover.
The resource pack is broken down into the following sections:
- Wider context - the policy and legislative context in Scotland and the UK;
- Foundations for involvement - deciding on your strategy and what is needed for your area;
- Structures and resources required to develop and implement your strategy;
- Staff skills and training and development;
- Key methods of engagement- examines current models such as information and advice services, practical services to landlords such as training and development, issues around housing benefit;
- Working with landlords to house homeless households, including information on 'temporary' and 'settled' accommodation models; and
- References and web links - useful resources for more information.
The resource pack is illustrated throughout with practice examples. Many are taken from Scotland but others have been drawn from other parts of the UK. When the different policy or legislative framework in these areas has a potential impact on their transferability to the Scottish context this has been noted.
A summary of the main case studies undertaken for the research is given in the appendices at the end of this document. The section on working with landlords to house homeless households sets out some case examples in greater detail, as having an understanding of the complete model being adopted in this area can be important.
Scottish Government policy on the private rented sector is currently evolving. At the same time practice across the rest of the UK is also developing. The degree of activity around working with the private rented sector makes this document, to some extent, a snapshot in time. It is likely to require review and up-dating at some future point, to reflect further developments in policy and practice.
