9: Grand Challenge

9.1 Cumulative electrical output in kWh will be measured for each project over a rolling, continuous two year period.

9.2 In order to be judged for the Saltire Prize award, competitors must first achieve the minimum electrical output hurdle of 100 GWh over a continuous 2 year period

9.3 The winner of the Saltire Prize will be the competitor that, after achieving the minimum output hurdle specified in Paragraph 9.2 above, is judged to be the best commercially deployable project based on an assessment of levelised cost, environmental sustainability and safety.

9.4 If no competitors achieve the minimum output hurdle by the competition closing date then the Saltire Prize shall re-open for a further period of 24 months and the competition closing date shall be extended accordingly; If at the end of the extension period the output hurdle has not been achieved, the judging panel will take a view and reserve the right not to award the prize.

9.5 To ensure a consistent monitoring protocol for generated output from projects participating in the Saltire Prize Grand Challenge, they must meet minimum monitoring requirements as specified by EMEC; a representative of the Scottish Government (or agents acting on their behalf) will inspect the measuring equipment and monitoring arrangements no earlier than 28 days prior to final commissioning of the device/project.

9.6 Competitors will be informed by the Scottish Government of whether their monitoring system has been successfully verified within 7 days of the visit referred to in paragraph 9.5 above.

9.7 After successful verification of the monitoring system competitors must inform the Scottish Government of the start date that they are nominating from which their electrical output will count towards their competition cumulative total.

9.8 If competitors generate electrical output for more than two years throughout the challenge period they may elect the continuous 2 year period to be used for their judged result. This election can be made at any time during the challenge period and must be made within 14 days of the competition closing date.

9.9 In the absence of an election under Paragraph 9.8 above competitors generating electrical output for more than two years throughout the challenge period will be judged based on their electrical output over the last 24 months, with their last day of generation being the earlier of the competition closing date or the date on which they stop generating electrical output.

9.10 Any competitors making an election under Paragraph 9.8 above will be assessed on the installed cost over the same time period as nominated under that election.
