Executive Summary

Purpose of this Report

This report has been produced for the purpose of scoping the preparation of Impact Assessments for the Scotland and Solway-Tweed River Basin Management Plans ( RBMPs). The report utilises information from public sources and from initial consultation with key stakeholders (principally Scottish Government, Scottish Environment Protection Agency ( SEPA) and Scottish Water) to develop a work plan for the completion of the Impact Assessment.

This document provides:

  • A detailed work plan for developing the Impact Assessment for the Scotland RBMP;
  • An overview of information that would be relevant to the Solway Tweed River Basin District ( RBD); and
  • Key policy aspects that would be relevant to both RBDs and setting out a national context for river basin planning.

This will form the basis for the next stage of the development of the Impact Assessment and provide a starting point for discussion with stakeholders as to the type of information available to support the Impact Assessment and the method to be adopted.

SEPA and the Environment Agency ( EA) (England and Wales) are jointly responsible for implementing and coordinating river basin management planning in the Solway Tweed ( ST) RBD taking into consideration the range of plans and controls in both Scotland and England for managing the water environment. Much of the data and information identified for the impact assessment is available nationally and therefore will be available for the Scottish component of the STRBD. A summary of data and information relevant to the STRBD is given in Appendix D.
