Q7 Are there any other matters which the regulations should require always to be included in LDPs, or on the Proposals Map?
52. A large number of the respondents felt that the regulations adequately covered the matters which should be included in LDPs and Proposal Maps.
53. Some respondents did however suggest additional matters that should be taken into account for example it was felt that Sustainability should be included in LDPs, however, East Renfrewshire Council requested more guidance on how this should be reflected in the LDP.
54. It was also considered important that there should be a requirement that the national planning context ( SPPs, PANs and the NPF) should be specifically referred to and the relationship of the LDP policies to the national direction explicitly explained.
55. Some concerns were raised about the removal of the requirement to use OS base maps as this could give rise to problems of consistency and quality. It was felt that maps should have to meet relevant British standards to ensure accuracy.
56. A number of respondents felt that the matters highlighted are comprehensive and still provide scope of other matters to be included depending on local circumstances. As Clackmannanshire council stated "the Act allows authorities to include matters in the plan they consider appropriate, therefore there is no need to add matters which should always be included in LDPs as they may not always be relevant. This is particularly the case if, as stated in the consultation paper, LDPs can be prepared for different purposes e.g. minerals".
57. Western Isles Council felt that "all major constraints to development, in particular indicative flood risk or potential infrastructure constraints, with an acknowledgment of the data available at the time of publication or adoption" should be included.
