3. AREA SUMMARY

3.1 MAPPA are in place to deal with offenders assessed as posing a risk of serious harm to the public, of which there are very few. Nevertheless, the Northern CJAMAPPA structure is intended to identify all offenders posing a risk of serious harm, and ensure the most effective use of limited resources by targeting those posing the highest risks.

3.2 The Northern CJA is a vast geographical area that encompasses 7 local authorities (including 3 Island areas), 2 police forces and 5 NHS Boards as well as the Scottish Prison Service. Therefore arrangements have been set up within each local authority area. Two MAPPA co-ordinators manage the arrangements on behalf of the Responsible Authorities in areas coterminous with the two police forces, Northern Constabulary (Highland, Orkney, Shetland and Eilean Siar) and Grampian (Aberdeen City, Aberdeenshire and Moray).

3.3 All relevant offenders are notified to the respective co-ordinators and where a multi-agency response is required to manage the case, regular meetings are held, attended by the Responsible Authorities and Duty-to-Cooperate Agencies.
