REVIEW OF THE YEAR 2007-2008

Since coming into office last May this Government has been clear in its purpose - to focus our resources on creating a more successful country with opportunities for all to flourish through increasing sustainable economic growth. An efficient and effective planning system that supports appropriate development is essential if we are to ensure that our economy can grow in a way that embraces our natural and cultural heritage.

We have inherited a legacy of reform and a major overhaul is already underway to make our planning system fit for purpose. Much needs to be done to ensure that the system becomes an aid and not a barrier to development. The powers contained in the Planning Act 2006 will be brought into force during the coming year and will bring radical reform at every point between application and decision. The appeal process is not exempt and the Directorate for Planning and Environmental Appeals is working to deliver a process that delivers speeder decisions and greater certainty for all involved. I have made it clear that I expect to see those improvements in efficiency with no loss of quality.

The strong performance of the DPEA reflected in this annual review gives me confidence that those working within the Directorate will rise to the challenges ahead. Their enthusiasm, professionalism and impartiality is evident but it is clear that they will continue to need the co-operation of all those involved in their case work in order to improve the pace of delivery and prepare for a smooth transition to new processes.

In the last year the Directorate has also made great strides towards electronic service delivery. I am looking forward to launching electronic case files and the on line submission of appeals. These business developments are part of the Government's wider commitment to 'e-planning' helping us to deliver a more transparent and streamlined service for the benefit of all.
