SEPA raised concerns about the conclusions from this part of the SEA of the NPF Discussion Draft, and as a result the findings have been revisited, and predicted effects have been increased to significant. The previous assessment emphasises the focus of the National Development status on specific components of the airport, including surface transport improvements and as a result concluded that effects of the specific options being proposed by the NPF were expected to be limited. However, in light of the comments received, it is acknowledged that the combination of primary and secondary adverse effects in terms of emissions are likely to be significant.
