07 MEASURING AND REPORTING PROGRESS
7.1 Public reporting of performance is a key dimension of good governance, increasing transparency and accountability, promoting public engagement and making external scrutiny easier and more effective.
7.2 We propose to provide progress reports against Scotland's Climate Change Adaptation Framework in line with the annual progress reporting provided on Scotland's Climate Change Programme ( SCCP). The two reports will be presented in Parliament simultaneously in order to better inform a wider assessment of our climate change activities. The 2008 SCCP progress report to Parliament was presented on 22 May 2008.
7.3 We propose that Scotland's Climate Change Adaptation Framework be reviewed following the release of the five-yearly National Risk Assessment, the first of which will be released in 2011.
7.4 This commitment to public reporting of progress supports the Scottish Government's broader approach to public reporting of progress on the Purpose, Purpose targets and the National Performance Framework. The newly released Scotland Performs website will allow people to measure the impact of Scottish Government policies using the National Performance Framework targets and indicators which were published as part of the Spending Review. Through time, these targets and indicators will show progress towards the Government's Purpose and the national outcomes which underpin it. Scotland Performs is available at www.scotlandperforms.com.
