SHORTLISTING FORM AND GUIDANCE NOTES
Please read these notes prior to completing the shortlisting forms
THE SHORTLISTING PROCESS
1 Shortlisting should be carried out in accordance with the Person Specification, which has already identified the criteria against which applicants will be assessed.
2 It is critical that the criteria are applied equally and consistently to all applicants. This consistency and fairness in approach ensures each applicant in the same manner by judging each against the same essential and desirable standards/criteria laid down in advance. The inclusion of an applicant on a shortlist should be based solely on the process of matching the applicant's qualifications, experience etc, as identified on his/her application, to the criteria set out in the Person Specification.
3 The attached shortlisting forms are a record of the process by which you arrived at the shortlist. You have the responsibility for ensuring that shortlisting is carried out in a fair and objective manner. In the event of a claim of discrimination or unfair treatment, these forms are required as evidence to show how decisions were reached, and what criteria were applied during the process.
4 When shortlisting, please apply only the objective criteria that can be assessed from the written application form. You should omit any criteria that can only be assessed at interview or by any other means such as a test or presentation ( e.g. factors of decisiveness, initiative, team player, communication/presentation skills, may not be judged from the written application). Please score each candidate against each shortlisting factor to show whether an applicant meets/does not meet the criteria, and indicate in the final line whether he/she is to be included on the shortlist.
5 Only applicants who meet the essential criteria should be shortlisted. However, if there are a large number who meet the essential criteria, you may then apply the desirable criteria in order to further sift the applicants and reduce the number. It is important that you apply the desirable criteria consistently to all applicants. The shortlisting panel should agree in advance of drawing up the final shortlist, which desirable criteria will be applied.
