Section 9: Future Changes

60. The Cabinet Secretary for Education and Lifelong Learning announced the following changes to ILA Scotland which will be implemented for the autumn enrolment year 2008-09.

• Reduction of minimum age to 16 (currently 18)
• Simplification of the income assessment process
• Removal of the requirement for a minimum personal contribution (from 2009)
• Withdrawal of the ILA100 offer (non income-assessed, open to all adults)
• Tightening of learner eligibility to restrict funding for pensioners not on low incomes
• Tightening of course eligibility to exclude postgraduate courses
• An increase in the range of courses that are eligible for ILA funding by widening course eligibility to allow funding for work-related courses
• Introduction of new ILA funding for part-time higher education courses
