60. The Cabinet Secretary for Education and Lifelong Learning announced the following changes to ILA Scotland which will be implemented for the autumn enrolment year 2008-09.
- Reduction of minimum age to 16 (currently 18)
- Simplification of the income assessment process
- Removal of the requirement for a minimum personal contribution (from 2009)
- Withdrawal of the ILA100 offer (non income-assessed, open to all adults)
- Tightening of learner eligibility to restrict funding for pensioners not on low incomes
- Tightening of course eligibility to exclude postgraduate courses
- An increase in the range of courses that are eligible for ILA funding by widening course eligibility to allow funding for work-related courses
- Introduction of new ILA funding for part-time higher education courses
