1. INTRODUCTION

1.1 The Scottish Government is an equal opportunities employer and as such is committed to an ongoing programme of monitoring and reviewing its pay system to ensure it is free from discrimination. This review of the pay system which operates in the Scottish Government Main bargaining unit ( SGM) is part of that commitment.

1.2 The findings of the review and the action plan are described in the following pages.

1.3 We believe that the findings of this report, particularly the confirmation that the pay gap overall has narrowed, are positive. We also believe that the associated action plan for future work demonstrates clearly the Scottish Government's ongoing commitment to eliminating the impact of discrimination, either direct or indirect, in all its forms.
