ANNEX B - REMIT FOR EQUAL PAY REVIEW WORKING GROUP
To review the Scottish Executive Main ( SEM)* pay system for gender bias (which is in breach of the Equal Pay Act 1970) in the first instance, and subsequently for bias on grounds of race and disability, under the direction of the Equal Pay Steering Group.
In particular, the Working Group will:
- carry out the review in accordance with the Cabinet Office guidance on equal pay for Government Departments and Agencies and as directed by the Steering Group;
- submit progress reports to the Steering Group at agreed intervals; and
- complete the exercise and, if appropriate, draft an action plan for implementing changes for submission and approval by Scottish Executive senior management by no later than April 2003.
*The Scottish Executive Main bargaining unit ( SEM) comprises:
- the core Departments of the Scottish Executive, i.e
- Finance and Central Services Department
- Development Department
- Education Department
- Enterprise and Lifelong Learning Department
- Health Department
- Justice Department
- Environment and Rural Affairs Department
- Corporate Services
- Legal and Parliamentary Services
- Scottish Agricultural Science Agency
- Student Awards Agency for Scotland
- Scottish Public Pensions Agency
- Fisheries Research Services
- National Archives of Scotland
- General Register Office for Scotland
- HM Inspectorate of Education
- Office of the Accountant in Bankruptcy
- Staff serving elsewhere on assignment, loan or secondment except where explicit provision has been agreed on an individual or on a group basis for other pay arrangements to apply.
Note Communities Scotland is currently in the process of being assimilated to SEM. For that reason, staff of CS will not be covered by the 2002-03 equal pay review.
