APPENDIX 6 - HOUSING LAND AUDIT METHODOLOGIES

The following section identifies the different approaches taken by HLA teams in producing HLAs. HLA teams which work jointly to produce HLAs through their strategic structure planning areas have been grouped together, for example, East Lothian, Edinburgh City, Midlothian and West Lothian become 'Edinburgh and the Lothians'. This appendix is referred to in section 2.11 of the report.

COUNCIL

METHODOLOGY

North East Scotland Together

Completion certificates and Assessors Data used to monitor completions. Site visits are rarely required. Individual house-builders are contacted directly for start date and programming information. Draft audit published for 6 week consultation period. HfS takes an overview and is directly involved with the audit giving comment on individual sites. Public can make comment via Council website.

Angus and Dundee City

Internal computer system 'Uniform' used to monitor approved residential planning applications on a monthly basis and site visits to count house completions. Information entered into draft audit and circulated for comment to internal council departments and consultees.

Clackmannanshire and Stirling

Start dates and programming compiled from residential planning consents and consultation with individual house builders. Site visits and completion certificates are used to establish house completions.

Dumfries and Galloway

Figures for audits taken from the 4 adopted Local Plans covering D&G and sites granted planning permission. Sites of 5+ units or Local Plan sites - for each housing site in the audit the following information is collated:- planning reference number, status, character, sites ref number, development address, applicant, location, area, capacity, remaining capacity, work started, decision level and date, effectiveness of site and whether the site is a greenfield or brownfield site. For those sites less than 5 units, a percentage of sites are assumed to be effective based on an assessment of past completion rates and planning permissions. A summary statement is then produced which identifies the established housing land supply and the effective housing land supply for each town, village, small building group and landward areas identified in the four adopted Local Plans.

Statutory Returns by Building Standards to the Scottish Executive (NB2 Returns) are a vital resource in the monitoring of house completions and those sites under construction. New build completions by location and tenure are also included in the audits.

The draft audits are then sent to Homes for Scotland, Communities Scotland, volume housebuilders operating in the Local Plan area (inc Dumfries & Galloway Housing Partnership, Housing Associations) and Council Services (Housing Services, Development Management and Strategic Planning) for comments.

Ayrshire

Figures for audit taken from the local plan, approved planning applications for residential development, sites within Council ownership if marketed, and ad-hoc discussions with developers. In addition, 'curtain count' approach taken to site visits. Draft audit issued to Homes for Scotland, Communities Scotland and Scottish Water for consultation.

Glasgow & Clyde Valley

Progress on site (units complete and occupied, complete but unoccupied and under construction) based on site visits on or around 31 March base date, augmented, where appropriate, by Sasines and Assessors data. New sites identified through (a) monitoring of planning applications and local plans and (b) internal departmental consultation to identify other new emerging opportunities, e.g. via approved local development strategies, sale of Council-owned land.

Edinburgh & Lothians

Direct contact with internal departments. Quarterly meetings with Scottish Water and checking of draft Audits against CS approved RSLSDFPs. Draft audit submitted to Homes for Scotland and Scottish Water. Some SDFPs are only in draft form when the Audit process is undertaken but the Audit could be amended in its finalised form to take into account any changes in approved SDFPs.

Falkirk

Building Standards use completion certificates to complete NB2 forms. NB2's checked and used to record completions in database. No site visits are carried out unless there is a query with a site. New sites recorded through planning approvals. Survey sent to all landowners/developers to check completion figures and specify phasing. A draft is issued to Homes for Scotland for comment and council collates final document for publication

Fife

Figures for audit taken from advice provided by developers and completion certificates, but primarily from site surveys. Following production of a draft audit the three planning authority offices compile the audit for circulation.

Highland

All local plan sites are reviewed and a one page summary is prepared on each site. Questionnaires are sent to all known landowners and developers. Draft audit issued to Homes for Scotland for comment. Local plan allocations, planning applications, building warrants and completion certificates and some site visits used to calculate figures.

Moray

Site surveys used to establish completion figures for smaller sites. Surveys from builders provide completion figures for larger sites. Internal computer system 'Uniform' used to monitor new approved residential planning applications. Draft audit issued to Homes for Scotland for comment.

Perth & Kinross

Planning applications monitored during the year. Site visits to establish completions on sites under construction or with full planning consent in June. Completion certificates used for small sites. Draft Audit with programmed sites issued to various external consultees after internal consultation. Response received in 8 weeks. Agreement reached with HFS if possible & final Audit published. Checks on completions made with assessors/council tax info.

Scottish Borders

Completion certificates are used to monitor residential developments. Development control officers are consulted on their specific geographic sphere of influence and site visits will be undertaken when such information is lacking. Lists of programmed sites are issued to various consultees and response received within 8 weeks and draft report circulated to builders and landowners.
