1 It should be noted that since this research was commissioned, a new Scottish government has been formed, which means that the report reflects commitments and strategic objectives conceived under the previous administration. The policies, strategies, objectives and commitments referred to in this report should not therefore be treated as current Government policy.

2 The questionnaire did not define the terms 'persistent' or 'serious' offenders, but left it for Panel Members to decide. However, we would anticipate that 'persistent' offenders were those offending on a regular basis with low level impact, e.g. breach of the peace and shoplifting, whereas 'serious' offences would be those with high level of impact, e.g. violent assault and housebreaking.
