1. PURPOSE
The Scottish Executive published papers on the control of Diffuse Water Pollution from Rural Land Use in October 2006 and February 2007. Those papers set out differing proposals for General Binding Rules ( GBRs) to help achieve good water quality in Scotland's water environment. They also proposed a relaxation of the Slurry ( SSAFO) Regulations to permit lightly contaminated water from farm yards to be drained to constructed farm wetlands.
The responses to these consultations have been taken into account, and the revised GBRs are now being published to allow further final comment prior to the regulations being implemented as an extension of the Water Environment (Controlled Activities) (Scotland) Regulations 2005 ( CAR).
Comments on the proposals should reach us by 17 October 2007.
Thereafter we propose to lay the regulations in the Scottish Parliament.
