The Construction Cost Index used in this analysis was based on price adjustment formula indices taken from Spons Civil Engineering and Highway Works Price Book, which is an industry standard reference material on costing. The method used constructs a composite index by allocating weightings to 10 indices. Weightings were established from an analysis of actual projects. The composite index is calculated by applying those weightings to the appropriate price adjustment formula indices and totalling the results. A drawback to this method is that Spons only provides and index dating back to 1983. Six of the FPS's analysed Scotland were constructed before this time. The RPI was therefore used from 1963 to 1983, but it is noted that this does not necessarily give an accurate indication of the increase of cost for this period.
