8 MONITORING & EVALUATION
LAGs will be charged through a Service Level Agreement with ensuring that the key SRDP outcomes are being achieved. They will do this by monitoring individual projects and, in due course, evaluating how they collectively meet the targets set. Similarly delivery against the regional priorities will be reviewed at least annually by the Regional Project Assessment Committee. Specific target indicators will be agreed for LAGs to monitor and they will report quarterly to the Scottish Executive as to how they are meeting the targets. LAGs will also be financially monitored on their expenditure against their business plans and projects.
Monitoring and evaluation of LAG programmes will follow the provisions of Articles 77 and 78 of Council Regulation ( EC) No 1698/2005 and will utilise the European Commission's Common Monitoring and Evaluation Framework ( CMEF). Progress will be assessed against the EU-wide common set of indicators in the CMEF, including those relating to the baseline situation as well as to inputs, outputs, results and impacts of the Programme. LAGs will be required to record information so that the indicators in the CMEF can be measured.
Since LEADER is a cross-cutting axis, and projects can fit into any of the three main axes, the indicators applying to axes I, II and III also apply to LEADER (axis IV). Indicators have been established for all four axes, and all indicators therefore apply to LEADER and will require to be measured by LAGs.
Where applicable LAGs will be required to assist in the Ex Post evaluation of Leader+, and all LAGs will assist in the mid-term evaluation of LEADER and the SRDP.
