Conclusion

It is clear that there is a fox presence in many of the towns under investigation. However, there is no strong evidence that there are established urban fox populations, or that those sightings that do occur are not of transitory individuals or rural foxes with partially urban territories. The Scottish SPCA data is probably more consistent than that from LA's because it is based on hundreds of calls from as many individuals which are systematically logged. The most revealing data is probably that which relates to Scottish SPCA calls about fox cubs, in that foxes breeding within a town is a clear indication of 'residence' rather than transitory movements of foxes from surrounding rural locations. This supports the likelihood that there are few, if any, truly urban foxes in the towns under investigation. This combined with the fact that many of these towns fall below the minimum threshold used by CSL to calculate fox densities for rabies control means that we consider it unnecessary to calculate urban fox densities in these additional urban areas at this time.
