Chapter Three Aims and Objectives of the Review

3.1 In order to provide valuable evidence about the operation of the IAS in Scotland, and to inform funding decisions, a review of the IAS in Glasgow was required by the Scottish Executive. The review was commissioned by the Scottish Executive's Justice Department.

3.2 The purpose of the review has been to examine the efficiency and effectiveness of the IAS in Glasgow and the financial contribution that the Glasgow IAS makes to the IAS Head Office. It includes a cost/benefit analysis, focussing on quality of service provision and value for money. The review also considers alternative service provision mechanisms.

3.3 The review does not only consider the immigration and asylum situation today, but also considers any potential social changes, policy initiatives and strategic changes that may impact the demand for immigration and asylum services in Scotland in the future. The evaluation includes:

  • Examination of services provided by the IAS and any performance indicators and/or criteria in operation
  • Assessment of the level and nature of demand for the services (including consideration of accessibility of the services and whether the demand is national/local in origin)
  • Assessment of the costs of service provision
  • Analysis of revenue sources and distribution of revenue amongst the elements of the service
  • Analysis of staff roles and responsibilities in relation to service delivery including consideration of qualifications, relevant training, etc.
  • Review of quality assurance mechanisms in place
  • Assessment of quality of service provision and benefits/outcomes for users and wider benefits/performance against criteria
  • Assessment of elements of unique service provision provided by the IAS in a local/national context (including examination of alternative service provision)
  • Assessment of value for money of the IAS
