APPENDIX B: CORE PRINCIPLES UNDERPINNING THE PROJECT

Modelling project: core principles agreed by project sponsors and stakeholders that ideas and models for integrated services delivery would require broadly to satisfy before being considered in the 2 nd round. These have now in the main been incorporated into the five reform principles within the public service transformation discussion document.

Principles of public service delivery required in each ISD model

'OPTIMISING RESOURCE USE'

This will embrace:

  • Improvement in efficiency and productivity
  • Driving up quality, including setting high standards, sharing best practice, tackling poor performance, promoting innovation and creativity, and building in continuous improvement
  • Joining up services across organisational and professional boundaries

'SERVICES DESIGNED AROUND SERVICE USERS'

This will embrace:

  • Ensuring that public services are organised around the needs and aspirations of the service user, not the convenience of the service provider
  • Joining up services across organisational boundaries, and share best practice
  • Promoting social justice and equality
  • Recognising subsidiarity principles in relation to public sector responsibilities & duties
  • Ensuring social inclusion & political engagement for all

'SUBSIDIARITY AND LOCAL ACCOUNTABILITY'

This will embrace:

  • Moving power and resources to the frontline - devolving responsibility and reducing bureaucracy
  • Local responsiveness and effectiveness of services
  • Local accountability and efficient and effective governance
  • Recognising subsidiarity principles in relation to public sector responsibilities & duties
