1. INTRODUCTION
The conference was organised by SOLACE and ACPOS and was designed to enable representatives from a number of key organisations, including Local Authorities, the Police, Fire and Ambulance services, Audit Scotland and the Scottish Executive to collectively discuss and respond to the Scottish Executive paper 'Transforming Public Services - the Next Phase of Reform' published in June 2006.
