2. Building and sustaining change

Participants were asked to use the second workshop to consider opportunities to build and sustain the change process. Many examples were provided of developments in local services which are delivering improved services. These include the contribution of primary mental health workers and the development of outreach and emergency services, among others. However, there remains considerable variation in the provision of services across Scotland.

What positive changes are taking place?

  • the development of local strategies;
  • multi-agency working leading to better integration of services;
  • participation of young people in service development;
  • greater emphasis on early intervention;
  • Children and Young People Mental Health Services being given a higher profile in some areas;
  • many examples of good practice exist but they are far from universal;
  • increased work with schools;
  • the development of integrated children's partnerships;
  • training developments in clinical and applied psychology;
  • joint working and joint planning;

What has helped make this happen?

  • existence of the Framework which has provided a focus for action;
  • impetus from the Mental Health Division;
  • support from the Scottish Development Centre to create local strategies;
  • tools and resources such as training packs;
  • effective leadership that has enabled and supported change;
  • clinical guidelines which help to plan and structure services;
  • support and mentoring of non specialist workers by CAMHS staff;
  • developing shared approaches that can break down barriers;
  • pump priming funding;
  • promoting shared training across different disciplines and agencies;
  • co-location of services;
  • learning from other agencies.
