7. Description of efficiency and actions to be taken | 7.1 What is the efficiency improvement? How will the efficiencies be made? With the launch of the new Gaelic Digital TV partnership, the number of hours of Gaelic TV broadcast is set to rise and will be more widely available and better supported. This project will also result in the reduction of the cost to GMS per hour of Gaelic TV broadcast. |
7.2 What are the main actions that are needed to secure the delivery of this efficiency improvement? The BBC and the Gaelic Media Service have agreed to join forces and combine their expertise to form a partnership to run the new Gaelic digital service which we expect to launch mid 2007. Final details of this partnership and the funding streams are still being worked out. |
8. Associated costs | 8.1 Are there any development or redundancy costs associated with the delivery of this efficiency? The Executive plans to increase the GMS funding by £3m per annum to deliver this project. This project aims to increase the coverage and air time for Gaelic television. Its costs are therefore not netted off. |
9. Measurement | 9.1 What are the inputs that will be measured? Scottish Executive funding to the GMS spent on TV based projects (includes broadcast, production and other TV related expenditure, such as fees). |
9.2 What are the outputs that will be measured? The outputs measured shall be the number of hours of Gaelic TV broadcast in Scotland during 2007-08. The efficiency is calculated as follows: Baseline efficiencies Under new contract, baseline 147 hr are costing the equivalent of 147 x £16.8k = £2.47m Efficiency on baseline output = 147 hr of £6.2m - £2.47m = £3.73m Increased output In terms of the old contract cost, the additional 440.5hrs should be costing 400.5 x £42.2k = £16.9m Actual cost = 400.5 x £16.8k = £6.7m, Efficiency = 16.9 - 6.7 = £10.2m Therefore total potential efficiency = £3.73m + £10.2m = £13.93m Given project is proposed for autumn 2007, efficiency target is based on 50% of this ie £7m. |

10. Quality cross-check | 10.1 What quality indicators are being used to ensure that quality of service is maintained or improved? The GMS ensure that programmes of quality are produced and broadcast through the Gaelic audience panel which is maintained by Leirsinn. This gives detail on the appreciation of programmes, programme genres and the programme schedule. |
11. Monitoring | 11.1 What are the arrangements for monitoring the delivery of efficiencies? This shall be monitored through the GMS annual report, which includes hours of Gaelic TV broadcast and financial details. |
12. Reporting | 12.1 What are the arrangements for reporting the delivery of efficiencies? There are no arrangements in place yet for reporting the efficiency savings, though they will be clear to see through the GMS annual Report and Accounts. |
13. Dependencies | 13.1 Explain if your efficiencies are dependent on legislation or other structural changes being achieved. The efficiencies are dependent on the Gaelic Digital TV Channel being set up in partnership with the BBC. |
