APPENDIX 3: CONTRACTORS APPROVED FOR THE IN SITU APPLICATION OF POLYMERIC COATINGS

Information Letter 9/2006 provided details of changes to the in situ lining of water mains and provided clarification on the role that DWI will take from 1 January 2007. This was separated into three parts:
Notification of DWI's withdrawal as nominator of certifying bodies and management of the Operational Requirements and Code of Practice.

  • Update to the Operational Requirements and Code of Practice for the In-Situ Resin Lining of Water mains.
  • Determination of Minimum Spin-Up Time and Adequate Mixing.
  • DWI has been publishing a list of nominated certifying bodies capable of accrediting resin lining contractors and equipment until

December 2006. It has also managed the new Operational Requirements: In-situ Resin Lining of Water Mains and Code of Practice: In Situ Lining of Water Mains. Since the issue of Regulation 31 Letter 03/2005 it has been established that it was inappropriate for DWI to manage nominated bodies to accredit contractors due to a potential conflict of interest with DWI's enforcement role.

With effect from 31 December 2006, the DWI will no longer be nominating certifying bodies and the Operational Requirements will be amended to reflect this change. It will be the responsibility of each company to ensure that it introduces processes and procedures that will ensure there is no impact upon water quality of in-situ lining. The Operational Requirements: In-situ Resin Lining of Water Mains and Code of Practice: In Situ Lining of Water Mains will similarly no longer be the responsibility of the DWI from the same date.

To date, four organisations have been appointed to assess and certify lining contractors: WRc plc, FaberMaunsell, WRc- NSF and RPS.
The following tables list the lining contractors which have been approved by each of the appointed organisation and have achieved full third party certification by the 31 st December 2006. The resins for which the lining contractor have been approved are listed against the company names.

Important Note:

Nominated Certifying Body

From the 1 st January 2007 there will be no DWI Nominated Certifying Bodies and therefore new accreditations through these bodies will not be acceptable.

There is currently no body nominated for the purpose of accrediting resin lining contractors and equipment. Water Undertakers are currently putting in place a system to nominate and manage certifying bodies. Updated documentation will be available when this has been implemented.

Interim queries should therefore be directed to the appropriate Water Undertaker.

Nominated Training Provider

From the 1 st of January 2007 the DWI will no longer nominate Training Providers.

There is currently no body nominated for the purpose of providing training to lining operatives and Utility Representatives in the theory and site practice elements of the process. Water Undertakers are currently putting in place a system to nominate training providers. Updated documentation will be available when this has been implemented.
