KEY THEMES OF THE ANALYSIS
105. Whilst a wide range of varied opinions were evident in the written consultation responses and from the events, a number of common themes emerged. Some of those which appeared most frequently are listed below:
- The need for adequate resources - respondents felt that the success of many of the measures contained in the draft PAN would be dependent on all stakeholders having sufficient time, skills and resources to implement them.
- Broad support for wide and early engagement - the vast majority of respondents indicated that they supported the principle of engaging widely with diverse interests at an early stage in the planning process.
- Awareness raising is vital - it was clear that many people knew little about the importance of the planning system or how it works. If the aim of building an inclusive system is to be achieved, people need a greater knowledge of how planning affects their lives and how they can get involved.
- Precision is required with the use of language - many respondents highlighted the need to use terms with precision and consistency in order to avoid confusion.
- PAN must be clear about its audience - the PAN could potentially be useful to a wide range of stakeholders including planning officers, developers and community councils and individuals. Many respondents felt that the level of detail provided was not suited to their particular needs.
- Rebuilding trust- a number of respondents described high levels of cynicism and distrust which will not be easy to overcome. The point was made that all stakeholders and interested parties will need to look for ways to make the new measures work.
