1. The Scottish Executive is grateful to all the consultees who responded to the Planning Advice Note ( PAN) Community Engagement "Planning with People": Consultation Draft. This analysis report provides a summary of the responses and highlights the main issues raised. References to paragraphs within this document relate to those in the Consultation Draft document. The Scottish Executive is also grateful to all who took part in a series of events arranged to gauge opinion on the draft PAN. A summary of views expressed at those events is contained within this report.
2. The consultation on the draft PAN took place during the passage of the Planning etc (Scotland) Act 2006 through the Scottish Parliament. Consequently, references to the Bill are made throughout this document, even though the Bill has been completed and is now an Act, as that was the context in which the responses were made.
