4 Evaluation

4.1 Purpose of the Evaluation.

The aspirations set for the Antisocial Behaviour etc (Scotland) Act 2004 have potential impact for all the people of Scotland, offering Police and communities a real opportunity to reduce the problems caused by antisocial behaviour in their area. Mainly due to its IT systems, Tayside Police were invited to undertake the pilot on behalf of the Stakeholders. Along with further consultation and other sources of evidence, this evaluation of the pilot will inform decisions made by the Scottish Executive in relation to the potential roll out of the scheme across the rest of Scotland.

The evaluation builds upon a Business Benefits Workshop held in February 2005 at Discovery Quay, Dundee, where a range of potential business benefits and success factors critical to the pilot were identified. This helped to shape the pilot and the majority of benefits identified have been achieved.

4.2 Methods of Data Collection

Data were collected from a variety of sources.

  • One-to-one interviews (recorded and transcribed) lasting between 30 and 60 minutes were held with the following stakeholders and representatives from Tayside Police Force. The Topic Guide used during the interviews is included in Appendix A. Additional questions arose during the interviews resulting from the responses obtained.

  • An electronic survey was conducted with Tayside Police officers. The survey form is included in Appendix B. There were 73 completed responses.
  • Two focus groups (recorded and transcribed) were conducted with officers in order to supplement the information obtained from the e-survey. The discussions largely followed the questions described in the Topic Guide in Appendix A.
  • Statistical data were compiled from Tayside Police Force's COGNOS computer system, and summary statistics were provided by Dundee District Court and Angus District Court
  • Media Reports were examined.
