A. Introduction

Purpose

1. This supplement updates the Cross Compliance Notes for Guidance issued to farmers and crofters in December 2005 and provides important information on the three new Statutory Management Requirements ( SMRs) that came into force on 1 January 2007. It is important to read this supplement together with the Cross Compliance Notes for Guidance, as well as the Addendum to SMR 11: Food Law publication issued in June 2006.

2. As most of the Cross Compliance requirements remain unchanged, issuing a supplement will allow you to quickly find out about any changes that apply to you without having to read a new Cross Compliance Notes for Guidance booklet. The requirements set out in the Cross Compliance Notes for Guidance and the Addendum to SMR 11: Food Law continue to apply unless this supplement updates them. Your local SEERAD area office can supply additional copies of the existing publications.

3. This supplement provides updates to the following existing areas of Cross Compliance requirements -

  • SMR 2 - Protection of groundwater against pollution
  • SMR 4 - Protection of water in Nitrate Vulnerable Zones ( NVZ)
  • SMR 7/8 - Identification and registration of animals - cattle
  • SMR 9 - Restrictions on the use of plant protection products
  • SMR 12 - Prevention and control of transmissible spongiform encephalopathies
  • GAEC 6 - Muirburn code
  • Set aside management penalties

4. The third and final phase of SMRs came into force on 1 January 2007. These new SMRs are listed below and the requirements are described in full under New Statutory Management Requirements for 2007

  • SMR 18 - Welfare of farmed animals
  • SMR 16 - Welfare of farmed animals - specific requirements for calves
  • SMR 17 - Welfare of farmed animals - specific requirements for pigs
