10. Statutory Throughcare (Charts 32 and 33, Tables 69 to 77)
10.1 A total of 4,901 individuals were subject to statutory Throughcare (in the community and in custody) as at 31 st March 2006, an increase of 42 per cent from the 3,458 such individuals in 2004-05. Excluding Moray, who could not provide a breakdown by community and custody, forty-six per cent of individuals were being supervised in the community. Of the 4,901 individuals, 97 per cent were male.
10.2 1,105 statutory Throughcare ( TC) cases commenced in the community in 2005-06, equivalent to 3.0 cases per 10,000 population. This represents a decrease of 20 per cent from the 1,373 cases which commenced in 2004-05. Almost all cases commenced were for males (97 per cent). Thirty-eight per cent were for Parole licences, 27 per cent for Non Parole licences, 12 per cent for Supervised Release Orders, 10 per cent for Extended Sentences, 6 per cent for Life licences, 2 per cent for short-term sex offenders and 6 per cent for other forms of supervision in the community.

10.3 In 2005-06, 697 Throughcare (in the community) cases were completed, an increase of 29 per cent from 539 in 2004-05. Thirty-nine per cent related to Parole licences, 21 per cent to Non-parole licences and 12 per cent to Supervised Release Orders. The remaining 28 per cent related to Extended Sentences, Life licences and other forms of community supervision.
10.4 Criminal Justice Social Work is expected to provide a throughcare service to all prisoners who are subject to statutory supervision post release. This service begins at the start of a prisoner's sentence and is managed via the Scottish Prison Service's Integrated Case Management process. This is the first year in which information on Throughcare cases commenced in custody has been collected. Previously the collection focused only on the number of individuals in custody as at 31 st March. In 2005-06, 1,082 Throughcare (in custody) cases commenced, equivalent to 3.0 per 10,000 population. Again, the majority were for males (96 per cent). Eleven per cent were for Extended Sentences, 14 per cent for Life licences, 6 per cent for Supervised Release Orders, 3 per cent for short term sex offenders and 67 per cent for other determinate sentences of four years and over.
