OWNERSHIP AND KEY FACILITIES AT PORTS AND HARBOURS ON THE CHFS NETWORK

The table on the next page has been derived from an assessment CFL and CMAL have completed of the Harbours currently owned or used by them, and shows the allocation of responsibilities under the proposed structure. More detail on the activities and responsibilities expected to be undertaken by the Operator at each Harbour is provided in the Information Room. Ports are owned by others (i.e. not CMAL) and, as outlined in Section 3.5.3 of this ITT, it is for Tenderers to negotiate a separate arrangement with the harbour authority at each Port in respect of the Operator's rights and responsibilities at the relevant Port. However, an indicative table of the types of activities and responsibilities currently undertaken at each Port by CFL is included, as guidance for Tenderers, within the Information Room.

It should be noted that there are some Harbours (marked *) where CMAL currently acts as Harbour Authority but where the relevant Harbour Order appears to be missing or requires revision. In addition there are some Harbours (marked **) where it appears that a Harbour Order has never been obtained. CMAL are taking forward work to ensure that the necessary Harbour Orders, Harbour Revision Orders and Harbour Empowerment Orders are in place in time for PSC handover.
