(7) In 1998, new questions were asked on the management of agricultural holdings, including whether legal and financial responsibility for the holding was undertaken by the occupier and other partners in a legal partnership. For such holdings, the labour questions distinguished the partners in the partnership working on the holding from hired and family workers. It appears that this change in questions may have led to the recording of workers who were not previously included in the returns. Figures from 1998 onwards are not therefore strictly comparable with those of previous years.
