2.0 Overview of the December 2005 results
2.1 21 of the 34 Scottish authorities met more than half of the Pendleton Criteria and of those, the City of Edinburgh met 20 points - the highest score recorded. 6 authorities scored between 15 and 18 points: West Lothian, Angus, South Ayrshire, Aberdeenshire and East Dunbartonshire. The remaining 13 authorities scored between 1 and 10 points, with all authorities meeting at least 6 of the 21 criteria.
2.2 The mean criteria score for the Scottish authorities was 9.2 at the time the 2004 survey. This rose to 11.7 at the time of the December 2005 survey. Figure 4 shows the level of e-planning information and services met by the Scottish Authorities in 2004 and 2005 (graph).
2.3 City of Edinburgh was the top ranking Scottish authority meeting 20 of the 21 Pendleton Criteria, followed closely by the West Lothian with a score of 18 and East Lothian with 17. Angus and South Ayrshire were ranked in joint fourth position, both with a score of 16. See Appendix 1 for a spreadsheet of the individual results for each authority.
2.4 The most improved criterion since the 2004 survey was the provision of online decision registers, with an additional 11 authorities meeting this criterion at the time of the December 2005 Survey. Since the 2004 Survey there has also been a significant increase in the provision of electronic versions of the local plan text and the facility to view conditions and reasons for refusal for planning decisions. An additional 9 authorities fulfilled these criteria when surveyed at the end of December 2005.
