Developing Our Own People

19. The Scottish Executive's Learning Strategy sets out how the Executive plans to support people through learning to respond to the challenge of change. The strategic priorities for learning are to ensure that:

  • new and existing staff have the core skills they need to perform effectively; and
  • we develop the management and leadership capabilities which will achieve high performance now and in the future.

20. ETLLD has a Training and Development Sub Committee of the Departmental Management Board ( DMB) to consider, plan and deliver learning. Top priorities are: induction; professional skills for government; skills for success; financial management; understanding the media; and ICT. We deliver an extensive programme of lunchtime seminars for internal and external speakers. The Department is committed to implement business improvement measures; to embed a culture of continuous improvement and change; and to develop our people. In response to a tightening of the Executive's running costs limits in 2006-07 and 2007-08, financial responsibility for some aspects of training and development previously falling to Corporate Learning will be transferred to the Department. This will require a re-examination of training priorities and a stronger focus on clearer planning and evaluation of learning with personal and divisional learning plans feeding into a departmental learning plan.
