16. ETLLD plays its full part in the delivery of Scottish Executive corporate objectives, for example in relation to performance management and diversity. This includes statutory obligations in respect of, for example, health and safety and race relations
17. ETLLD seeks to promote racial equality in all aspects of its work. Actions to support our statutory obligations were included in the Scottish Executive's Race Equality Scheme Working Together for Race Equality 2005 published in November 2005. This followed a review of our action plan (which has now been replaced by a new action plan arising out of that report). Over the next 3 years we will build on our achievements and further embed race equality in all aspects of our work.
18. Details of the range of activities to promote equality of opportunity and eliminate discrimination are included in the ETLLD section of Working Together for Race Equality 2005. These include placing a duty on the proposed Regional Transport Partnerships to encourage and observe equal opportunity requirements. The re-letting of the Scotrail Franchise in 2004 placed an obligation on the franchisee to have in place an objective, transparent and fair recruitment process and to report to the Scottish Executive an analysis of employment and recruitment data. There is a further requirement on the franchisee to have and to implement a diversity plan and to track its impact.
