What is in this report?

This report provides a detailed picture of the buying and selling of heroin within three case-study areas in Scotland. Drawing on a review of existing international research literature three differing areas were chosen to provide descriptions on the nature of the markets and the effectiveness of interventions aimed at tackling them and associated harms.

What is the aim?

  • To provide a description of the extent, breadth and culture of heroin markets in the case-study areas.
  • To assess the impact of heroin dealing on the local communities.
  • To assess the nature and impact of policing, and other interventions on low-level heroin dealing.
  • To generate research evidence that identifies lessons for improved practise in tackling the problems of low-level heroin markets in Scotland.

Who conducted the review?

The Research and Service Development Centre ( RSDC) and staff members of the Former Effective Interventions Unit conducted and compiled this report.

Who should read it?

Police managers, Drug and Alcohol Action Team members and officers, and drug agencies who could, or already do, work in partnership with the police in tackling local heroin markets.
