4 - Could more be said on Landfill/Methane given the increasing number of difficulties now coming to light.

7 - Increased mention of biomass

9 - Use of examples would be beneficial

10 - Should not be led by LAs - down to communities and the Highland Council papers could be highlighted. Needs to be kept separate from Council funds, and specifically identified for the affected locality, otherwise will or could be used for any part of the LA area.

21 - prefer 'should only' instead of 'it may still be considered' (fourth line), also unhappy with last part of sentence - 'only if no other suitable site is available'

25 - Is the 1.5 km distance sufficient? - should it not be greater or at least differentiate between isolated houses, and larger clusters.

30 - use of targets for different renewables may be difficult to achieve, or distort the processes. If targets are agreed as a whole, should they not be down to whatever is the better option at the given time.

42 - Supplementary guidance - is this LAs to provide a policy framework for their respective areas. How much do communities get in the way of consultation - have any Policy frameworks already issued by Las, been the subject of community consultation.

45 - Are communities to be consulted in the setting of targets.

53 - first line ' for' instead of 'from'

Generally, there perhaps needs to be the use of the Planning Bill references to 'local development plans' rather than 'development plans' throughout the document.
