The original guidance in 1991 was developed by Social Services Inspectorate working with professional and administrative colleagues within the Department of Health and in consultation with a range of representatives. The document was produced in collaboration with the Social Services Inspectorate.

The updated Care Management Guidance issued in August 2004 required the original document to be reviewed. The principles remained and the document was amended to reflect changes in practice.

This updated Manager's Guide has been developed by the Scottish Executive, Joint Future Unit in collaboration with partnership areas, in particular the SSA Leads and the training bodies involved. The Scottish Social Services Council and NHS Education for Scotland have been involved in the development work for the training material. COSLA are also in support of the implementation arrangements.

The Manager's Guide will reflect on the process of care management implementation across Scotland. It is acknowledged that partnerships are at different stages of implementation. The seminars held between January-March 2005 across Scotland, provided an overview of the local position.

The Care Management Briefing Seminars for partnership areas set the context of the work undertaken by the Care Management Working Group. The materials used are available on the Joint Future Unit website, and may provide additional training resources.
