1. Introduction

1.1 Section 9 of the Standards in Scotland's Schools etc. Act 2000 provides for the Inspection of Education Authorities ( INEA). Section 10 of the Act provides for Ministers to issue a code of practice giving practical guidance in relation to such inspections.

1.2 The current code of practice (issued when the Act came into force) states that a Review Panel, chaired by the Secretary of the Scottish Executive Education Department, will meet at least annually to consider and review the inspections of authorities in the previous year and to make any general recommendations about the process of inspection.

1.3 The Code also specifies the composition of the Review Panel in terms of the balance of representatives. The membership of the 2005 Panel was as follows:
