    2. Brief description of the aims of the project

    Increased collaboration between the Community Planning partners in Dumfries and Galloway in respect of the procurement, supply, operation, maintenance and disposal of fleet.

    3. Clear description of what EGF money would be used to buy

    At this stage the bid is for funding from the Efficient Government Fund to commission an intensive piece of scoping work to be carried out between June and August 2005, with the intention of submitting a fully costed business case in line with detailed Efficient Government Fund guidance thereafter. The scoping work will:

    Determine potential areas for partnership and joint working with examination of areas viz:-

    procurement, supply, maintenance and disposal of fleet.

    transport networks such as - school bus services, staff transport services and National Health Service out of hours patient transport.

    Supplies and distribution services both internal and external and emergency incident support services.

    To evaluate current working practices, undertake option appraisal, highlighting benefits, risks, costs, savings and timescale with the preferred option(s) being agreed by the four parties.

    This will form the basis of a business case for Stage 2.

    4. Partners to the project likely to commit resources

    Dumfries and Galloway Council, NHS Dumfries and Galloway, Dumfries and Galloway Constabulary and Dumfries and Galloway Fire Brigade will commit staff time and associated expenses to inform study.

    5. Names of other organisations with whom the project has been discussed (to assist the introduction process)

    Discussions have also taken place with Scottish Ambulance Service who are interested in the shared patient/client transport focus.

    6. Evidence that suggested approach has been deployed successfully elsewhere

    A key purpose of the scoping study would be to identify the potential areas of synergy in delivering transportation services within a rural context.

    7. Are there any restrictions to potential for enlargement of the project ie technology, number of partners etc

    None. There are likely, however, to be indirect and cultural advantages to elements of a common approach.

    8. Benefits projected from the project

    Financial benefits, greater purchasing power should result in lower unit costs.

    Savings in duplication of resources eg workshop management, staff, vehicles.

    Operational benefits better located and equipped facilities.

    9. Estimated financial projections

    To be determined by the scoping study. Estimated work for this in Dumfries and Galloway would be £50,000 consultancy costs.

    Current expenditure in relation to transport costs across the 4 partners equates to around £15m.

    11. Additionally - why Efficient Government Funding is required

    Require dedicated resources to undertake review, which cannot be accommodated from existing resources, and assess benefits, which may be realised.

    This bid is for a scoping study to allow the submission of a Stage 2 bid.
