    Brief description of the aims of the project

    The aim of this project will be to demonstrate a joined up approach to a sustainably more efficient public sector by establishing a single, multi - agency resource, providing facilities for water rescue, policing and training, based at Glasgow Nautical College and covering the upper Clyde area.

    Clear description of what the EGF money would be used to buy

    The EGF will provide funds to develop the project with regards to capital building costs, purchase of major specialist items of equipment and ancillary equipment; Funding of initial training for all partners where it is anticipated financial benefits will be evident in subsequent years from this part of the project.

    Partners to the project likely to commit resources

    The following partners, who are likely to commit resources are Glasgow Community Safety Partnership, Glasgow Nautical College, Strathclyde Fire and Rescue Service and Strathclyde Police.

    Names of other organisations with whom the project has been discussed (to assist the introductions process)

    Discussions with the Maritime and Coastguard Agency and Glasgow City Council are taking place on the 1 st April 2005.

    Evidence that suggested approach has been deployed successfully elsewhere

    It is our understanding, this is the first project of its kind in Scotland and it is the intention for it to provide evidence of best practice in joined up approaches within the public sector and be of national significance.

    Are there any restrictions to enlargement of the project ( i.e. number of partners)

    The nature of the project may limit the enlargement (number of partners) due to the policing and rescue facility it will be required to provide 24 / 7 via 999 calls.

    Benefits projected from the project

    This partnership will demonstrate, reallocating resources for more efficient front line use can expand and enhance the provision of water related incident management on the River Clyde. Strathclyde Fire and Rescue and Strathclyde Police require facilities on the River Clyde to comply with new legislation and to offer an ability to police the Clyde respectively. Glasgow Nautical College can compliment partner agencies and their students with an enhanced training facility provided by one rather than four facilities. Glasgow Community Safety Partnership will therefore possess an excellent duty of care to the communities it serves on the vicinity of the Clyde.

    Additionally: why is EG funding required

    Strathclyde Fire and Rescue and Strathclyde Police are two of the largest agencies of their type in the UK and even Europe. They both possess a massive property and fleet infrastructure as well as many employees, all of which are a major drain on finances. The Nautical College relies on students attending to receive its income and students will not attend if the accredited courses are not provided. EG funding will assist all partners in achieving this facility which will provide accredited training for the students but also for the partner agencies at a more financially beneficial cost.
