    Introduction

    "Improving the health of Scotland and reforming how healthcare is delivered depends on effective leadership at all levels of NHSScotland. Developing the leaders of today and tomorrow will be crucial in the delivery of the ambitious goals that have been set for the health service"

    Today leadership is about facilitating complex systems with partners through major transformational change. Clinical leaders have a key role in making this happen. In recognition of the importance of strong and effective clinical leadership NHSScotland is establishing a high level leadership development programme which aims to identify senior clinical leaders from across the clinical professions and prepare them for future roles at Board, regional and national level. The first cohort will commence in January 2006 with a second cohort planned for January 2007. Places will be limited to 24, per cohort, across NHSScotland and competition for these places is likely to be high.

    Is this programme for me?

    If you are a clinical leader currently in a senior post with a strategic focus and are aspiring to a future role at Board, regional or national level in the next two years then this programme is aimed at you.

    What will I gain from the programme?

    The programme will focus on enabling you to:

    • Exhibit behaviours that are consistent with the leadership qualities and create an enabling culture for managing complex change.
    • Provide strong clinical leadership across professional and organisational boundaries focused on service excellence, driving reform and delivering strategic change to improve health and healthcare for the people of Scotland.
    • Think creatively and work collaboratively to overcome obstacles to the change process.
    • Understand the national context for health (political, policy, economic) and the supporting strategies and processes.
    • Operate at NHS Board/national level to drive improvements in health and healthcare delivery.
    What does the programme involve?

    The programme has been designed to offer you a unique and wide range of experience using a blended learning approach which is grounded in your day to day context.

    The programme requires a serious commitment both on your part and on the part of your organisation to your leadership development and will give you:

    • The opportunity to identify your personal leadership development needs using 360 degree feedback and other psychometric tools and formulate a challenging personal development plan.
    • High level one to one coaching by top class, NHS experienced executive coaches over a
      12 month period to enable you to identify and address your development needs.
    • The support of a local mentor and sponsoring Chief Executive to ensure that you are accessing a range of development opportunities locally both during the programme and to sustain your development when the programme input ends.
    • Access through residential events to leading thinking on a range of issues pertinent to strategic clinical leadership. Key contributors will include:

    • Membership of an action learning set focused on the challenges you face and embedding your learning, facilitated by a coach experienced in action learning facilitation.
    • With the support of the sponsoring Chief Executive, the opportunity to apply your learning by identifying and taking forward a substantial and stretching change management project.
    • Membership of a learning community of senior clinical leaders from across NHSScotland who will support and learn from each other.
    • A range of needs-led, locally negotiated learning opportunities to sustain your development.

    What time commitment will be involved?

    The programme input is spread over a 12 month period. You will be required to commit to the following elements:

    • Nine 2-day residential events every 6 weeks comprising a master class/workshop and action learning
    • Six 2 hour coaching sessions over the 12 months
    • Time to complete your chosen project including regular meetings with your mentor
    • Time to benefit from other developmental experiences, e.g. attendance at parliamentary health committee, organisational visits and shadowing opportunities
    • Self facilitated action learning sets every 8 weeks for a 6 month period at the end of the programme input
