The deep sea fishing effort deployed (in terms of kilowatt days absent from port) shall not exceed 90% of the fishing effort deployed by vessels holding deep sea species permits on trips in which they caught deep sea species in 2003. This will be monitored centrally by Fisheries Departments. Every trip in which a vessel with a deep sea permit catches deep sea species shall be counted against the total kilowatt days available. For 2005 there is an effort cap of 13,955,065 kilowatt days. Once the cap has been reached the fishery will be closed to all vessels.
